Developing the Public Works Asset Management System

This meeting will be held at the Scott Conference Center (6450 Pine Street in Aksarben).  Free Parking in Lot 9 across street (Figure included below). Please submit any unique diet requests a week in advance.

A virtual Teams Option will also be available.  Virtual meeting log-in information will be sent out the Monday prior to the club meeting.

Presentation:

This presentation will cover the induction and growth of the City of Omaha Public Works Department Asset Management Program. In alignment with ISO 55000 series of standards and APWA, OPW has implemented an Asset Management System. The system consists of a Policy, Strategic Objectives, a Strategic Asset Management Plan, and outcomes in individual Asset Management Plans. This has been a journey, with several paths of the past programs merging to lead us into the future. Specifically, the presenters will highlight their role in this journey, and foundational outcomes for OPW to continue to build upon. This will include innovations in infrastructure condition assessment and GIS risk modeling to plan O&M strategies and plan for Capital infrastructure renewal needed to protect our community and maintain a high quality of life.

Presenter:

Jennifer M Morales, P.E. City of Omaha, Civil Engineer, Public Works Asset Manager is approaching 19 years with the City. She gained valuable experience in program management and operational challenges during the implementation of the Combined Sewer Overflow Long-Term Control Plan. This experience, along with her 10 years prior experience in civil site work, land development, and transportation design, led her to take on the Asset Manager role for Omaha Public Works. Her experience in applying and developing asset management principles in the wastewater collection system has carried over to traffic signal structures, stormwater, and pavement management. Jennifer is a proud Washington state native but honored to call Nebraska home, and is passionate about contributing to a safe community for her 4 kids, retired airforce spouse, new kitten “Mochi”, and all their beloved friends in the area.

● Emily Holtzclaw, P.E. is a Client Account and Project Manager with Jacobs, with over 28 years of experience delivering infrastructure and water resource projects, including more than 20 years supporting the Omaha Combined Sewer Overflow (CSO) Program. She holds degrees in Civil and Environmental Engineering from Iowa State University and the University of Cincinnati. Emily’s expertise spans hydraulics and hydrology, asset management, and Digital & Data solutions, where she coordinates integrated offerings for clients across a multi-state region. She enjoys bringing Jacobs’ global expertise to support the complex needs of our local communities. Emily and her husband David are the proud parents of three great kids, each pursuing the STEM field of their choice.

● Matt Drelicharz, IAM, is an environmental scientist, asset management specialist, and Science Team Lead for the Nebraska Offices at EA Engineering, Science, and Technology, Inc., PBC. He holds a degree in Environmental Sciences from Oregon State University, with a focus in ecology and geographic information systems (GIS) and is certified in asset management by the Institute of Asset Management (IAM). Since joining EA in 2021, Matt has developed expertise in natural resources management, site characterization, asset management, and GIS. He has supported the City of Omaha Public Works Department in implementing its Asset Management Program since 2024 and contributes to asset management projects nationwide. A lifelong Nebraskan, Matt was born in Omaha, where he currently resides with his wife and three children. In his free time, he enjoys hockey, volleyball, camping, snowboarding, hiking, and spending time at the lake with his family.
