Mr. Kenneth Sitler will be discussing the New USSTRATCOM Command and Control Facility being constructed at Offutt, AFB, which will serve as the Command's HQ and Planning and Operations Center.
Mr. Kenneth (Ken) S. Sitler is the Chief of Operations for the Global Shield Program Management Office, U.S. Strategic Command, Offutt Air Force Base, NE. He is responsible for managing the day to day operations of the PMO supporting the integration of the military construction, Command, Control, Communications, Computers, and Intelligence/Information Technology, and transition efforts. Additionally, he is responsible for the Command’s public communications regarding the C2 Facility, ensuring that the public is informed as much as possible about the facility and the Command’s requirements for the facility.
Mr. Sitler was born in Sayre, Pennsylvania to a family with a heritage of military, federal, and public service. He was commissioned as a communications officer in 1997, receiving a Bachelor of Science Degree from the University of Pittsburgh. He is a graduate of the U.S. Air Force’s Squadron Officer School (2001), Academic Instructor’s School (2004) at Maxwell AFB, AL, and Air Command and Staff College (2012), and holds a Master’s in Human Relations from the University of Oklahoma (2003). Additionally, he holds certificates in leadership and management, general acquisition, information systems acquisition, and project management.
Mr. Sitler's military assignments include: 86th Communications Group’s Planning and Implementation’s Flight, Ramstein AB, Ramstein, Germany; Executive Officer to the Chief of Staff and Director of Missile Defense, Command Secretariat, and Project Manager for Command and Control Modernization U. S. Strategic Command, Offutt AFB, NE. After transferring from active duty to the Air Force Reserves in 2007, Mr. Sitler was employed by Sterling Computers, supporting the Global Innovation and Strategy Center, U.S. Strategic Command, Offutt AFB, NE. He functioned as the primary program management consultant to the GISC’s Strategy Group, developing Plans of Action & Milestones for all projects as well as working as an analyst on select projects. Most of the projects he directly supported as an analyst were presented to several 4 Stars and higher, to include the Commanders of USSTRATCOM and USNORTHCOM, the Vice Chairmen of the Joint Chiefs of Staff, and the Secretary of Defense.
Mr. Sitler returned to government employment in July 2009. He led USSTRATCOM’s C2 Enterprise Management Board, collecting requirements and providing direction for the Command’s C2 Enterprise. He was selected in 2010 to support the standup of the USSTRATCOM C2 Modernization Task Force, in an effort to bring the Command’s dated C2 infrastructure up to speed with modern systems. After the Commander decided to stand up the Program Management Office, Mr. Sitler was appointed to serve as the operations lead for the Global Shield Program Management office.
Mr. Sitler's awards and decorations include the Defense Meritorious Service Medal, the Joint Service Commendation Medal, the Air Force Commendation Medal with an oak leaf cluster, and has twice earned the Joint Civilian Service Commendation Medal. Mr. Sitler was also named USSTRATCOM’s Senior Civilian of the Year for 2012, and in 2013 was promoted to the rank of Lieutenant Colonel in the Air Force Reserves.
Mr. Sitler is married to Catherine N. Sitler of Schaumburg, IL and has two sons, Luke and Kal.
