Director of Equity and Human Rights

Spencer K Danner Jr, Director of Equity and Human Rights, City of Omaha. He is responsible for leading the department that support’s the City of Omaha’s municipal civil rights investigative and enforcement agency for employment, housing and public accommodation. He also oversees economic equity and inclusion programs for the City and is actively engaged on many community boards, committees and community strategies for workforce development, small and emerging business administration, and youth outreach and engagement programs.

Prior to being appointed Director, Danner served as Mayor Jean Stothert’s Deputy Chief Diversity and Economic Inclusion. 

Heather Tippey Pierce

Omaha Public Works Department

Heather has been involved with program management and evaluation for over 20 years.  From her earliest days of running a unit at a Girl Scout camp, through varying program coordination and management positions, to her current role in the Public Works Department, she has been focused and trained on getting to core of how a program runs and how to improve it.

Within her role as General Services Division Manager, Heather serves as the Director’s Designee in charge of the City’s Small and Emerging Small Business Program, coordinates the Department’s legislative agenda, serves as a Public Works liaison on a number of coordination committees, provides leadership and oversight on the City’s Graffiti Abatement Program and leads her team of service professionals for the Department’s legislative, accounting, right-of-way acquisition, and records and reception groups.  She also coordinates with other departments on Health Impact Assessments, handles various public appearances and inquiries regarding Public Works’ services and is the social media coordinator for the Public Works Department.

Heather received her Bachelor of Science in Environmental Science from the University of Evansville - Evansville, Indiana focusing on Biology and ecological systems.  She received her Masters of Public Affairs in Environmental Management from Indiana University – Indianapolis’ award-winning School of Public and Environmental Affairs, concentrating on Urban Core Revitalization and Brownfield Redevelopment.  She has received certification in various high-level management disciplines including the 4 Disciplines of Execution, the 7 Habits of Highly Effective Managers and the Leadership Series, as well as being a trained peer mediator and productivity consultant.
